US Families Accepted Money for Lockerbie Deaths

http://www.nowpublic.com/world/us-transfers-libyan-money-lockerbie-victims This writer can not even imagine the pain and suffering caused by the loss of a loved one through acts of terror.  In fact, I cannot really imagine the pain and suffering from loss through accident.  However, civil courts and governments made legally binding deals called monetary settlements.  The perpetrator payed a fine and the victims accepted the cash.  While all is not forgiven, the family is regarded as duly compensated and the perpetrator is released from further court action.  Read this very informative article concerning the Lockerbie and Berlin Disco settlement and note the significance of the Vast Oil deposits for American companies. Also note that the deal was legal.  It was carried out by the USA Secretary of State and that there were binding agreements attached about the regard the USA promised to have toward the Libyan government.  It did not include an escape clause that the USA could change it’s mind after the deal was done and it did not contain a secret protocol allowing the USA to use NATO and the United Nations as a phony front for the overthrow of the Legally recognized government of Libya.

Assad’s Syria Learned Not to Trust Obama and USA

Syria’s Assad may be a Dictator but he is not a fool.  He knows better than to trust the USA and especially a USA under Obama.  The USA had a deal with Libya and with Gaddafi and we reneged on the deal.  The USA proposed to bring Gaddafi back onto the international scene in return for his giving up terrorism.  He did.  But we did not honor our promise.  We told him we would sponsor his return to a recognized place in the world political order, if he would abandon any attempt at nuclear weapons.  He did.  But we reneged on the deal and branded him a criminal.  We promised to lift trade restrictions and to resume normal relationships with Libya and Gaddafi if he would invest more in his country and less in himself.  He did and instead, we betrayed him in the UN and attacked his new cities, his roads, building, TV stations, radio facilities, etc.  In every instance where the USA made promises to Libya and Gaddafi under President Bush, the Obama regime reversed course and played Judas betraying every single promise made.

Well Assad, has eyes to see and ears to hear.  He has a much stronger military and a much stronger hold on power.  He does not trust the West and has ample reason for refusing to cooperate.  He just looks to Egypt and sees the long time ally of USA, Hosni Mubarak, who was betrayed by USA and is now in a prison cage, like some sick monkey.  Then he looks to Libya, whose country is in ruins, not because of Gaddafi, but because of months of daily bombing by UN condoned and NATO supplied attack bombers, and missiles.

The Obama support for this illegal and criminal war of aggression is disgraceful.  The Congress must immediately stop all funding for this “oil war” which is severely hurting the Libyan people because they continue to support their legal government.  Further, the Senators, like Mc Cain and Kerry who support this terrible colonialist imperialist war, should look at their own record and retract their war mongering support for this war of aggression.  Lastly, the Departments of Defense and State should be warned by the whole Congress that the legally elected Representatives of the American people are not going to idly condone the misuse of America military assets, power, personnel and money in support of this egregious assault against the civilian population of Libya.  And then, when we have rebuilt what we have destroyed, maybe in ten years or so, then we can be trusted again.  After all, who can trust a liar?

Libyan Rebels do not Represent Libyan People

Take a look at the Photo. Who ARE these people? And instead of the legally recognized government of Libya which is recognized around the world, we want to hand over one of the largest Oil fields in North Afriia to these guys? Why? It is because we think that we can control them and that finally Sarkozy and his personal hatred for Gaddalfi will be appeased.
Lastly, why is the Libyan government still in power. If the Rebellion were really a “civil revolt” as the USA and France and Britain want us to believe, then why are not all of the cities of Libya in constant protest and mass civilian political rallies, etc. Could it be that the so call “rebels” are really mercenaries used by France, Britain and USA to get control of the people of Libya’s only real asset? Oil. It is their oil and they sell it to the world and are more than willing to do so, legally, cooperatively and at market prices, so what is the problem? And let’s face it, it is not because Sarkozy, Cameron and Obama love the Libyan people!

How did it happen that Sakozy became such an arch enemy of Gaddafi.  This writer remembers the days when the Western Nations looked forward to welcoming Col Gaddafi and Libya into the world of modern progressive peaceful nations.  Then all of a sudden we are told that Gaddai is a tyrant, a dictator and an international criminal.  What did Gaddafi do?  There are plenty of accepted stereotypes and a lot of allegations but we do not call in the North Altantic Treaty Organization to decimate a nation’ military, destroy it infastructure and attempt to over throw its’ government based on stereotypical anti arab prejudice and heresay allegations.  This blogger has repeated opposed and constantly written against the United Nations sanctioned war of aggression against Libya and its’ legal government.  I have called out NATO as a military alliance which is pursuing an illegal war of criminal aggression against Libya.  Every day is a very sad day for our world because the United Nations is morally compromised by its craven cowardice is not revising its resolution 1973 by removing its complicit agreement to this aggression.  This is a resource war for oil by member states against Libya.  The Libyan oil resource war is evidence that the United Nations is no longer a credible agency for peace and justice in our world and that the United Nations should itself by cited by the International War crimes tribunal at the Hague for its legalization of blatant criminal aggression by its members.  Sadly, the only hope for justice in the United Nations Security Council is the Russian delegate who can introduce censure and sanction resolutions against NATO and in favor of the grieviously injured people of Tripoli and all other bombed and straffed Libyan cities.  But the Russians, although initially seeming to side with justice against resolution 1973, have now been sidelined by Sarkozy, Obama and Cameron.  I never thought to see the day when great Russia would be reduced to a vassal for the two greatest imperialist colonialist nations of the West, France and Britain!  In fact, Sarkozy is so emboldened that he recently called for a similiar resolution of power to NATO as regards Syria and Sarkozy taunts the Russians to dare to oppose him in the Security Council.  Who would have ever thought to see Putin as a lap dog for Menvedev and Menvedev as a lacky for Sarkozy? Indeed, the internal situation within the sovereign nation of Syria is serious but should an interventionist colonial power like France be allowed to assert a new dominance over an Arab State like Syria.  Should the Russians agree to stand idly as the NATO military alliance makes  the Russian influence in the region of no significance?  It is a strange twist of fate that this writer, who is an ardent pro America citizen of the USA, should be looking to a former Communist totalitarian dictatorship for the protection of the sovereignty of nations.  But such is my hope as we face the new world order totalitarianism of Obama, Sarkozy and Cameron.

Silent Churches?

Amazing that the major Christian denominations are silent as the Obama Administration bombs the government and the people of Libya into submission.  I will no longer say that the USA is doing this because although there IS finally a resolution in the Senate to legitimate the Obama aggression, its proponents are the war monger John Mc Cain, and the swift boat navy guy, Kerry!  Besides the Obama administration said today that it is talking to the Congress about its use of military personnel for war in Libya but that it DOES NOT NEED NOR SEEK their approval.  All beside the point of this blog.  I am amazed at the USA and world Christian community’s silence about this blatant “Resource War” of the Western Imperialist nations of Britain, France and Belgium,–backed by USA and silently assented to by Russia, (shame on Putin for cowardly acquiescence to this Western Imperialism. I guess Russia is now  another of the capitalist nations. ) Anyway, the Arab Muslim communities are also silent as the NATO military alliance bombs this Arab Muslim nation into oblivion.  The rebels ae not civilians, they are armed and dangerous.  They are rebels and in any of the NATO counties such persons seeking to forcefully overthrow their government would be arrested.  Obviously the Libyan government would do the same but the rebellion is fostered, promoted, armed, trained and protected by NATO and as is well-known, the combined forces of NATO are fully condoned and supported by Nobel Peace Prize winner Obama.  (By the way, what is the tax bill for this undeclared and illegal war?) Not to let any of the others religions off the hook, because the Dalai Lama, the Grand Rabbinic Societies, the Shinto reps, the Confucians, the Hindus, Wicca, and the whole Green movement are also silent.  The only voice that has spoken out against the war and pleaded for peace, is the voice of Pope Benedict XVI of the Roman Catholic Church and the Vatican State.

Peace is Possible in Libya

There can be peace in Libya today.  It will take one word from the USA President.    “STOP.”

The war there is not productive.  The rebels have already lost and the bloodshed would have ended weeks ago.  However, they appealed to the Western European countries for what was called humanitarian aid.

At first this may have been the focus but it was not enough to get them to intervene in the civil war within sovereign Libya, a member of the United Nations.  But the vast amounts of oil in Libya, which is some of the best quality crude oil in the world, appealed to the greed of oil starved Britain, France and the largest consumer of oil, USA.  The appeal of oil was the same as the appeal of blood to a vampire.  They could not resist.

So, led by these three, the United nations was convinced to intervene for the “protection of civilian lives.”  However, it was a  reaction unrealistic to the civil war between Western and Eastern Libya, between the tribes in these regions, between rural and urban Libya and between the central legal government of Libya and the disaffected, disillusioned former Libyan army officers who led a rebel army funded by covert Western money including from the USA.

Why unrealistic?  Because UN Resolution 1973 gave too much power to the three counties and NATO.  It allowed them to make their own definitions as to who was to be considered a civilian.  It allowed them to use ,”…all necessary force” in order to “protect” civilians from harm.  Unknown to the UN was the friendship between the French and expatriate Libyan living in Paris. The rebel army is merely an expendable pawn in a war of international greed.

Unknown to the UN was that the USA and the NATO military alliance were going to side with the rebel army against the armed forces of the central Libyan government.  I say unknown to the diplomats at the Security Council because the charter of the UN does not allow it to condone the use of military force between members States, when such force is used to overthrow the legal central government of that member State.  Unknown to the UN because no one foresaw that Britain, France and the USA would declare that the heavily armed but poorly organized rebel army were civilians and therefore the rebel army and its guns, munitions and military vehicles were to be protected against the legal army of the central government in Tripoli.  The fact that this rebel army is not popularly supported, (why is it unable to recruit from the general population in sufficient numbers to overwhelm the government?) and that it is a rag-tag group of former Liyban army officers and their followers has become evident by the massive civilian exodus from Libya to the countries of the surrounding region.  The civilians are fleeing the rebel army as much as the central government.

And how can the rebel army, ragtag and under organized as it is, be called civilian?  They are armed, they attack the central government, they seize control of cities, they attempt to sell the national resource of oil to Qatar without popular and therefore legal approval.  Yet, the NATO powers insist on attacking the army of Libya in order to protect the rebel forces.  This cannot be denied by anyone since the NATO powers have publically and repeatedly stated their intentions, and since the rebels have repeatedly stated their disappointment that NATO is not using enough military force to help them defeat the central government.

So, we have the United Nations condoning the use of NATO military force against the legal recognized government of Libya, which is a breach of its own core principles.  We have NATO engaged in a regional war without the participation of all member states, and we have the USA supporting the regime change in Libya when President Obama stated that Gaddafi must go.

Now one wonders, with the assassination of  the terrorist Osama Bin Laden, whether the USA Central Intelligence Agency (CIA) will use military assets like the US Navy Seals to invade Libya, and attack Gaddafi, who is recognized as head of the government there, (let’s not play the fool and  say that because he is a dictator he is not the head of government. Just ask all the nations that recognize the ambassador of Libya.) Please note the very high significance of the new relationship between the CIA and the Special Forces Units of the USA regular Navy, Army and Air Force.  The command and control of the regular armed forces of the USA by the clandestine CIA is highly irregular.  It reminds this writer of reports that the treatment of detainees at Abu Grahib was derected by peersons wearing civilian clothing and who’s orders were not to be disobeyed!! Was the CIA involved in Abu Grahib and the Army took the fall?

Obama can order the assassination of Gaddafi  but unlike Osama Bin Laden who was a terrorist but also a civilian and therefore a private citizen, (hey, I don’t like it either but it is a fact.  As a terrorist, he wore no uniform and was not a recognized leader of any military force.  He was not a head of State in any form ((Al Qaeda is not a government)).  And although a terrorist, he could still be defined as a member of homo Sapiens and male and Arab and a Muslim, etc.)

Of course Britain, France, Canada, and Belgium, (the leaders of the NATO operation) all have CIA like agencies and all have special force covert operations teams.  Also Russia and Israel have the same.  Since these nations have defined the Libyan rebels as civilians, and regard the self-styled “Leader of the Revolution”, Gaddafi, to be a legitimate military target, they could decide to assassinate him.  However, the UN resolution does not condone the assassination of the Libyan Head of State.  The Russians and others have stated that murdering the Libyan head of State would be illegal.  And since the USA is not in a declared war with Libya, and our military must abide by the Nuremberg accords, the Geneva Conventions, and its own Law of Land Warfare manual, it seems that use of USA military forces such as Navy Seals to assassinate the head of the Libyan government would not only be illegal, it would be a terrorist act by our own government against another government.  It probably would not be a war crime since by our own statements we are not at war with Libya.  However, it might be a war crime since our forces have crossed the borders of Libya through the air, attacked its army and military personnel and bombed its cities and the administration buildings of its government.  Such actions by our military personnel without congressional approval and without a publicly stated declaration of war by our forces against their forces is considered by International Law and recognized by our own military to be acts of criminal aggression.

Hey, this article is not a pro Gaddafi article.  It is pro America.  We are a peace-loving democracy and we want to help others to have the same wonderful democracy as we do.  However, in the process of that help we need to watch that we do not fall victim to the idea that “the end justifies the means.”  Such legal and moral relativism has consistently been rejected by legal minds and moral leaders.  The USA has repeatedly rejected that principle because we recognized that our nation and its leaders are not immune from the requirements of law and morality.  (I agree the moral issues can be debated endlessly, that is why we need to adhere to the requirements of the legal issues. And for those Conservative commentators who keep crowing about what they call American Exceptionalism, that is not a credible argument for acting illegally. )

Why am I so keen on keeping the USA within the limits of recognized law, morality and ethics?  Because the USA is an exceptional country but our leadership is damaged by recourse to actions which tell everybody that we are above the law.  In fact such recourse makes us out laws.

Sadly, in the Libyan conflict, although I am very disappointed that Russia did not veto the UN resolution 1973, nonetheless, they have raised through Putin, objections regarding the conflict and lately made objections to over zealousness by the Canadian led NATO forces as they attempt to destroy the central government of Libya.  Personally, I would like the USA to be the one objeting but since we are craven in this regard, I would welcome Russian naval vessels patrolling the Mediterranean Sea near Libya as a warning against possible British, and French contrivance to establish again a colonial imperialist hegemony in North Africa (with covert USA support!).

I dread having written the above paragraph but if the USA will not stop the aggression in Libya, maybe the Russian will do it.  After all, Libya is much closer to them than to us and they have large oil interests there under Gazprom.  In fact, a Russian naval presence might even serve a warning to Syria to come to grips with the unrest there.  Hey, if I were a novelist, I would have the Germans, the Georgians, and the Turks back Russia in such a naval presence which would put teeth in Russian objections to NATO aggression in Libya.  In my novel the rationale inside Russia would be regret that they did not veto the whole thing from the beginning and now have found a way to broker progress and peace in the region.  In the old days such actions were called realpolitik.

Anyway, this is becoming a doctoral thesis.  So, let’s come to the end.

Obama can stop the carnage in Libya by saying to all parties, “Stop.” (I am not an Obama supporter but I sincerely believe the President of the USA can stop this if he has the will to do it.)  But he must first decide that he really wants peace, is willing to act as the Nobel Peace Laureate that he is and use the awesome diplomatic authority that is ours to bring about a brokered and fair peace in Libya.  That includes a return to first principles, namely, that we do not demand regime change in Libya and it is not our intention to kill Gaddafi, his children or his grandchildren. (I don’t care if no grandchildren were killed, the principle is the same.)

Because Obama is a Nobel Peace Prize winner, he can start fulfilling their expectation by leading peace efforts in Libya.  How?

Send a message by official diplomatic courier to Gaddafi saying that this peace effort is real and then prove it by removing USA military Special forces personnel already on the ground in Libya. (If you think that we do not already have SF personnel in Libya thaen you are drinking the cool aid!)

Then ask Gaddafi for his term.  YES, his terms. But his terms must allow for non retaliation against the rebel army.  Having gotten that far, let our seasoned Libya experts at the State Department go over the terms and counter them, But Obama must insist that our terms include allowing Gaddafi to stay as Leader of the Revolution in Libya while setting up an independent civilian government preparing for internationally supervised elections (send Carter and some Russians).

If we get this far, then we can ask to gain renewal of our defunct oil leases in Libya with a promise to use some of the coporate profits to rebuild Libyan cities and Tripoli for the destruction we caused.  (By the way, this also means allowing the new civilian government to rebuild their armed forces, as we do in Iraq!!)

Of course, all of this can fail.  It would leave us in a bind.  So there must be a second peace plan.  However, if we are really big boys and are willing to promote real peace, we will engage the Russians, the Egyptians, the Tunisians, the Turks, etc.  in this plan so as to reassure the Libyan government of our sincerity.  (all of this without secret protocols,m please.  We had enough of that during the colonialist, imperialist, fascist and nazi eras.)

NATO Claim Indicates Error.

The French and The British tried to fool the USA into thinking that Libya was in a state of civil war against Gaddafi.  They further tried to topple the Libyan government by using the ruse of humanitarian support for beleaguered civilians.  The early days of UN sanctioned support have given way to lesser USA support and a worldwide rejection of the British and French lies.  The Libyan people were not in general uprising against their government.  The rebel army was a motley crew of ragtag insurrectionists, disgruntled former army officers, and Al Qaida operatives. The Libya government was not crumbling under the leadership of a maniacal dictator and the army of Libya remained loyal to the government.  Therefore, the Brits and the French want to increase ground attacks against Libyan Army personnel and equipment in order thereby to topple the government, cripple Libyan domestic organization, create general hardship and disruption of security and to install a unknown, untried, and disorganized array of anti Gaddafi leaders, all of whom had previously fled the nation and were living comfortably in France and Britain while the good people of Libya tried to cooperate with the government and through processes of consistent and loyal opposition to the regime gain concessions and internal improvements to the lives of the ordinary Libyan citizen.  These efforts were recognized by both the Bush (43) and Obama administrations who sent high level diplomats to Tripoli and by a process of identifying past wrongs, (Lockerbie) the payment and the acceptance of the payments as restitution for Lockerbie, and pledges of greater cooperation with the West and promises of increased democratic freedoms in Libya, achieved significant progress toward promises of  measured democratic freedom in Libya. Now, by a process of criminal aggression, the Western European Nations, backed by a naive and inexperienced President, have destroyed not only all improvement, but because of their own diabolical attempt at a new capitalist colonial imperialism in Libya, have ignited fears throughout the region that they will attack other nations and destroy them as well.  President Obama is right to stay in a support role and should be bolder.  He should withdraw support for attacks against Libyan government forces because it is obvious that the general population is not in rebellion against the government.  Secondly, President Obama should respond through formal diplomatic channels to the Libyan government with reassurances that formal and not back channel diplomatic engagement for a resolution of the criminal aggression is desired.  Thirdly, the President should remove the “Gaddafi must go” statement with assurances that the USA is not a party to regime change imposed by aggressive former colonial and imperialist nations. And the USA will withdraw all special forces personnel, trainers of the rebels, secret CIA agents, and clandestine USA fighters from Libya.  Fourthly, embassy should be made to the Tripoli government with promises that build on the three above, to include money payments by US oil interests for the rebuilding of the destroyed security and infrastructure of Libya in return for free and fair access to Libyan oil deposits.  In return, the Libyan government will agree to a gradual, guaranteed, long term process of democratization of Libya in cooperation with USA diplomatic missions and overseen by joint commissions of Libyan government and American diplomatic personnel.
